I was able to speak to an ATT representative who put in an inquiry to their engineering team about my address not being listed as fiber eligible, and they got back to me today saying that it was a mistake in their database that has now been corrected.All you can do is asked to be emailed when fiber is available at that address. AT&T has used that information in the past to gauge interest, but even if you and all your new neighbors did so, there are no guarantees. AT&T is not currently greatly expanding their fiber coverage.
